The Neshaminy Consortium brings municipalities together to address stormwater challenges at a watershed scale. By sharing tools, educational materials, and programming, municipalities can strengthen MS4 compliance while making better use of limited staff time and resources.

The Neshaminy Consortium

The Neshaminy Consortium is a collaborative effort led by the Neshaminy Watershed Association and the Bucks County Conservation District, together with participating municipalities in the Neshaminy Watershed.

The Consortium focuses on:

  • Reducing stormwater volume and pollution entering the Neshaminy Creek
  • Supporting municipal MS4 program requirements
  • Coordinating education, outreach, and public involvement across the watershed

Shared support for MS4 MCM1 and MCM2

Participating municipalities receive coordinated support for:

  • MCM1: Public Education and Outreach – Ready-to-use educational content and materials that can be shared with residents, community groups, and on municipal channels.
  • MCM2: Public Involvement and Participation – Workshops, volunteer events, and community activities that engage residents in watershed-friendly actions.

This shared approach helps municipalities demonstrate ongoing education and engagement efforts while avoiding duplicated work.

Collaboration, grants, and shared resources

Beyond MS4 education and involvement, the Consortium offers:

  • Facilitated collaboration – Regular opportunities for municipal staff and partners to coordinate priorities and share lessons learned.
  • Grant support – Assistance identifying opportunities, coordinating multi-municipal proposals, and assembling supporting materials.
  • Shared resources and data – Access to common templates, training materials, meeting notes, and datasets through the Consortium portal.

This structure helps stretch limited human resources further and supports more consistent watershed-wide progress.

Municipal partners have access to a private area within the WatershedWork portal, which can include:

  • Meeting materials and recordings
  • Educational content libraries
